Notification for ICMR's JRF - 2010

ICMR JRF Examination is the first step in the process of admission to the PhD/Research Programme through council's support. Test for ICMR JRF fellowship are conducted at the seven centres viz. Chandigarh, Chennai, Delhi, Kolkata, Hyderabad, Guwahati and Mumbai once a year. The award of JRF is made on merit basis by holding an entrance examination after issuing a countrywide admission notice. The admission notice is published in leading English Newspapers of India usually during March/April and also on the website. The entrance examination is usually held in the first/second week of July.

ICMR holds a national level examination for determining the eligibility of Indian National candidates for the award of Junior Research Fellowships (JRF) through Indian Council of Medical Research. The award of Junior Research Fellowship to the successful eligible candidates will depend on their finding placement in a medical college / hospital / university / national laboratory / institution of higher learning and research as applicable.

I. A total of 150 ICMR JRF Fellowships would be awarded. 120 JRF Fellowships would be awarded for work in the field of biomedical sciences with emphasis on Life Sciences (like microbiology, physiology, molecular biology, genetics, human biology, bioinformatics, biotechnology, biochemistry, biophysics, immunology, Pharmacology, zoology, Environment Science, botany, veterinary sciences, bio-informatics etc.). Thirty JRF Fellowships would be awarded for work with emphasis on Social sciences like psychology, sociology, home science, statistics, anthropology, social work and Health Economics.
(I-i) Two separate merit lists, one comprising the candidates qualifying for life sciences and the second for those candidates qualifying for social sciences, will be made on the basis of their performance in the above test.
(I-ii) The candidates selected for the JRF programme of ICMR would be permitted to enroll themselves for the Ph.D. programme of any University recognised by the UGC/MCI. However, the JRF programme would not have any connection with the Ph.D. programme. The validity of fellowship awarded to a candidate will be six months.
II. Another 100 candidates would be selected for consideration for positions of JRF under various research schemes of ICMR (subject to fulfilling the conditions for appointment under the schemes) for the duration of that scheme. These JRFs would also be permitted to complete Ph.D. while working in the scheme, if enrolled. The validity of result will be two years for placement in ICMR funded projects.

III. SC/ST/OBC/Physically Handicapped (PH) applicants will be given such special consideration as per policy guidelines.
Candidates qualifying for the award of JRF will receive fellowship from ICMR.
IV Duration and Emoluments for ICMR JRF 2010:
a. The existing value of the fellowship is at present Rs. 12000/- (Rupees Twelve thousand only) Per month. It will be revised from time to time as decided by the ICMR.
b. The duration of fellowship will initially be limited till three years carrying a monthly stipend of Rs. 12000/- and an annual contingency grant up to Rs. 20,000/- per annum. The progress of research work would be evaluated annually through annual progress reports. On completion of two years as JRF the stipend of a fellow may be increased to Rs. 14,000/- p.m. for 3rd year on the basis of assessment of candidate's research progress / achievements. Upon such a recommendation, the fellow will be called SRF. In the event of the Committee not recommending upgradation, the fellow will continue as JRF with a stipend of Rs. 12000/- per month for the 3rd year or his/her fellowship may be terminated depending on the decision of the Committee. The duration as SRF may be for a maximum duration of 3 years. Thus, the total tenure as JRF plus SRF shall not exceed 5 (five) years.
V The successful candidates would be notified by post and notice published in Employment Newspaper. The list also would be available on the ICMR website.
Joining time: Selected candidates must join their respective course on the prescribed date as indicated in their admission letter. The selection of those who fail to join by the specified date shall automatically stand cancelled.

Procedure for applying for ICMR JRF 2010
Before applying, candidates are advised to go through the admission notice published in the advertisement in various Newspapers and the instructions given therein carefully. Fill in the application form according to the instructions given in this prospectus and the admission notice. Incomplete applications will not be considered and no correspondence will be entertained.
Educational Qualification for ICMR JRF 2010:
M.Sc./M.A. or equivalent degree with minimum 55% marks for General/OBC Candidates and 50% for the SC/ST & physically handicapped candidates in the subjects mentioned under the head method of selection.
Age Limit
The age limit for admission to the eligibility test is 28 years (upper age limit relaxable upto 5 years in case of candidates belonging to SC/ST, physically handicapped (PH) and female candidates, 3 years in the case of OBC category.

Method of selection for ICMR JRF 2010

Scheme of Test
The test will consist of one paper of 2 hours duration. The paper will consist of 2 Sections. The Aptitude Section (Section A) will have 50 questions on (i) scientific phenomenon in everyday life; (ii) general knowledge in sciences; and (iii) common statistics. All these questions would be compulsory with each question carrying 1 mark. The subject Specific Section (Section B & C) would pertain to (B) Life Sciences and (C) Social Science. The candidate may attempt questions in either of the two areas. Each area of section B & C would have 100 questions and the candidate may attempt any 75 questions in the predesigned area of Section B or C. Candidates are required to indicate the option for Section B or C in the application form too.
Each question carries one mark. Negative marking @ 0.25 will be made for each of the wrong answer. The questions in both the sections would appear in English only.
The final result will be based on aggregate of 55 % marks obtained in both the sections for General category and OBC and 50% for SC/ST and physically handicapped.
The test will be held in the following streams: (1) Aptitude test (common for all) (2) Life Sciences (3) Social Sciences. Subjects covered under Life Sciences include microbiology, physiology, molecular biology, genetics, human nutrition, human biology, biotechnology, biochemistry, biophysics, immunology, pharmacology, zoology, environmental sciences, botany, veterinary science and bio-informatics. Subjects covered under Social Sciences include psychology, sociology, home sciences, statistics, anthropology, social work and health economics..
Monitoring Mechanism: The fellow shall submit annual reports for 1st year and annual report thereafter as per the prescribed standard proforma. The first annual report should be submitted after 10 months from the date of commencement of the fellowship (through the Guide along with his appraisal) giving complete factual details of the research work done. Subsequent annual reports as per the standard proforma should be submitted through the Guide two months before completion of the fellowship year

Applications are invited from Indian nationals for the award of “DBT-Junior Research Fellowship” (DBT-JRF) for pursuing research in frontier areas of Biotechnology and Applied Biology.
JRFs will be selected according to merit under two categories:
Category A and B.
Category A fellowships (Top100 in number) are tenable in any University/Institute in India where the students can register for Ph.D.

1. CSIR will hold the Joint CSIR-UGC JRF NET Test on 20th June 2010 for determining the eligibility of the Indian National candidates for the award of Junior Research Fellowships (JRF) NET and for determining eligibility for appointment of Lecturers (NET) in certain subject areas falling under the faculty of Science. The award of Junior Research Fellowship (NET) to the successful eligible candidates will depend on their finding admission/placement in a university/ national laboratory/ institution of higher learning and research, as applicable.

1.1 A candidate may apply either for ‘JRF + Lectureship’ both or for ‘Lectureship (LS) only’ He/she may indicate his/her preference in the O.M.R Application Form/Online Application, as the case may be. CSIR may consider candidates applying for ‘JRF + LS’ for ‘Lectureship only” depending on number of fellowships available& performance in the test subject to the condition that they fulfill the laid down eligibility criterion. If a candidate is found to be over-age for JRF (NET) he/she will automatically be considered for Lectureship (NET) only.

1.2 Two separate merit lists, one comprising the candidates qualifying for the award of Junior Research Fellowship (JRF - NET) and the second, of those candidates qualifying the Eligibility Test for Lectureship (NET), will be made on the basis of their performance in the above Test. Candidates qualifying for JRF (NET), will also be eligible for Lectureship (NET). The candidates qualifying for Lectureship will be eligible for recruitment as Lecturers as well as for JRF-ship in a Scheme/Project, if otherwise suitable as per the eligibility criteria of that Scheme/Project. However, they will not be eligible for Regular JRF-NET Fellowship. They will be eligible to pursue Ph.D. programme with or without any fellowship other than JRF-NET. Candidates qualifying for the award of JRF (NET) will receive fellowship either from CSIR or UGC as per their assignment or from the Schemes with which they may find association. The candidates declared eligible for Junior Research Fellowship under UGC scheme will be governed by UGC rules/regulations in this regard.
1.3 The final result of this test may be declared sometime in the month of October 2010 and fellowship to successful candidates could be awarded from 01.01. 2011.

2.2 EDUCATIONAL QUALIFICATION for CSIR JRF NET

M.Sc. or Equivalent degree under the subjects mentioned in para 2.1 above, with minimum 55% marks for General & OBC candidates; 50% for SC/ST candidates, Physically and Visually Handicapped candidates and Ph.D. degree holders who had passed Master's degree prior to 19th September 1991.
A candidate can also apply for the Test under RA (Result Awaited) category, if he/she is appearing or has appeared in his/her final year (Last Semester where Semester system is there) of M.Sc. OR equivalent Degree

2.3 AGE LIMIT& RELAXATION

For JRF (NET): Minimum 19 Years and maximum 28 years as on 01-01-2010 (upper age limit may be relaxed up to 5 years as in case of candidates belonging to SC/ST/OBC(Non Creamy Layer), Physically handicapped/Visually handicapped and female applicants).
For LS (NET): Minimum 19 years, as on 01.01.2010. No upper age limit.

3. DATE AND SCHEME OF THE for CSIR-UGC JRF TEST

3.1 The Test will be held in two sessions on Sunday, the 20th June 2010. The scheme of Examination as under: -

Negative marking will be made for wrong answers in Paper I. Paper II will be evaluated only in case of those candidates who will be able to secure a minimum of such aggregate marks in Paper- I as may be fixed by the CSIR.

Candidates are required to appear in both the papers. A candidate who does not appear in Paper I will not be permitted to appear in Paper II.

The Test Booklet for this test will be printed in Hindi & English Version separately. The candidate opting for Hindi medium in Column No. 5 of Application Form, will be supplied Question Booklet/Test Booklet printed in Hindi Version only and Candidate opting for English medium, will be supplied Question Booklet/Test Booklet printed in English Version only. The candidate will be required to answer as per option exercised in Column No.5 of application Form.

3.2 SYLLABUS OF THE TEST for CSIR-UGC JRF NET June 2010

Syllabus of Paper I (Section A), subject-wise syllabus of Paper I (Section B) and Paper II is given in the Information Bulletin for this test and may also be seen at CSIR website: www.csirhrdg.res.in.

4. EXAMINATION CENTRES for CSIR-UGC JRF NET June 2010

The test will be held at 25 Centres spread all over India, as specified below: Bangalore, Bhavnagar, Bhopal, Bhubaneshwar, Chandigarh, Chennai, Cochin, Delhi, Guwahati, Hyderabad, Imphal, Jammu, Jamshedpur, Karaikudi, Kolkata, Lucknow, Nagpur, Pilani, Pune, Raipur Roorkee, Srinagar, Thiruvananthapuram, Udaipur and Varanasi.

A candidate may opt for any of the above centres. No request for change of centre would ordinarily be granted. However, a request in writing for change of Centre may be entertained on merits, if received in this unit latest by 12.04.2010.

5. HOW TO APPLY CSIR-UGC JRF NET June 2010:

5.1. OPTION-I : APPLY THROUGH ‘INFORMATION BULLETIN’:

5.1.1. BY HAND:
Candidates applying for the Test may obtain the Information Bulletin and Application forms (inclusive of fee payable) through the branches of the Bank notified below in para 5.4 (within the prescribed dates) by paying the following fee in cash:

5.1.2. BY POST:

The information Bulletin and Application form may also be obtained through Value Payable Post(V.P.P.) from the Indian Bank, 3/1, West Patel Nagar, New Delhi - 110 008, by sending a crossed Demand draft for Rs. 400/-, Rs. 200/- or Rs.100/-(as the case may be) drawn in favour of “Indian Bank, West Patel Nagar, New Delhi” payable at New Delhi. For this purpose, the candidate should send a request to the Bank with TWO self-addressed slips clearly mentioning the address at which he/she desires the Information Bulletin & Application Form to be sent by Value Payable Post (V.P.P.) As above mentioned Bank will entertain the request for forms through post from Tuesday, the 16th February, 2010 to Wednesday, the 10th March 2010 only, hence, candidates are advised to send well in advance so as to reach their request within the above said period. The candidate should write his/her name, Date Of Birth, address, date of Examination (20.06.2010) and subject code on the back of the Demand Draft so that it can be located easily, if it gets detached accidentally from the letter of request for supply of Information Bulletin.

However, before attaching the draft with letter of request, the candidates should check that it bears the code number of the issuing bank and drawee bank and also amount and signatures of issuing authority.

5.2. OPTION-II : APPLY THROUGH ONLINE APPLICATION:

Interested & eligible candidates may apply for this test Online through a link available at CSIR, HRDG website : www.csirhrdg.res.in In order to apply Online the candidates are required to download Bank challan Performa from the above website and then deposit the requisite examination fee in any of the Indian Bank branches through out the country. The examination fee for the Online application is same as mentioned in Para-5.1.1 above. Candidates after successfully submitting application online are required to take print out of the Application Form, paste his/her recent black & white photograph, put his/her signature at the required space, attach requisite certificates and send alongwith CSIR marked copy of fee deposited Bank Challan in an envelop to Sr. Controller of Examinations, Human Resource Development Group, Examination Unit, CSIR Complex, Library Avenue, Pusa, New Delhi-110012 so as to reach on or before 23.03.2010 (30.03.2010 for remote areas).

Online applications with out hard copy or bank challan receipt or incomplete in any respect will be summarily rejected. Before applying Online, candidates are advised to go through detailed notification available at CSIR, HRDG website.

Examination fee paid along with the Information Bulletin or through Bank Challan for a particular examination will neither be adjusted for any subsequent examination nor refunded under any circumstances. Similarly, candidates should also check all the column of Bank Challan, online application, which are to be filled in properly to avoid cancellation of application, Please note that Fee submitted any other mode like money order, demand draft, IPO etc. will be summarily rejected.

IN ORDER TO AVOID LAST MINUTES RUSH, THE CANDIDATES ARE ADVISED TO APPLY EARLY ENOUGH. CSIR WILL NOT BE RESPONSIBLE FOR NETWORK PROBLEM OR ANY OTHER SUCH TYPE OF PROBLEM.

5.3. CANDIDATE SEEKING FEE CONCESSION

The candidate should attach an attested copy of the his/her category certificate as a proof of his/her claim. An application form (either through Bank or online), claiming any concession in fee & education qualification but without an attested copy of a valid SC/ST/OBC(Non Creamy Layer)/PH/VHcertificate from a competent authority and in prescribed format, will be summarily rejected.

Candidate must note that CSIR follows only Central Govt. lists and not state Govt. lists. Similarly, candidate applying under physically handicapped (PH)/ visually handicapped (VH) category may note that Govt. of India rules will be applicable in this regard.

9. OTHER GENERAL INFORMATION:

Applications are invited from Indian nationals for the award of “DBT-Junior Research Fellowship” (DBT-JRF) for pursuing research in frontier areas of Biotechnology and Applied Biology.
JRFs will be selected according to merit under two categories:
Category A and B.
Category A fellowships (Top100 in number) are tenable in any University/Institute in India where the students can register for Ph.D.
