SCIENTIST POSITIONS

Rajiv Gandhi Centre for Biotechnology (RGCB) invites applications for Scientist positions in Disease Biology (Cancer Biology, Cardiovascular Biology, Diabetes, Infectious Disease Biology, Virology, Immunology of Disease and Stem Cell Biology) and Plant Biotechnology.

Positions open include vacancies at the C, E1, E2 and F levels. Appointments at the C and E1 levels at the discretion of the selection committee may be also made through G.N. Ramachandran Fellowships whose details are explained below. Minimum expected qualifications are also explained below.

Two positions at either the C or E1 level are open for RGCB's service programs in molecular diagnostics and laboratory medicine. Minimum qualifications for these positions are also explained below.

Applications will be received throughout the year. Every three months, the duly appointed Screening Committee will examine applications and shortlist those to be forwarded to the Selection Committee.

The next round of screening of applications will be in May 2011. All applications received till May 10, 2011 will be considered by the Screening Committee. The applications received after May 2011 will be considered at the Screening Committee to be held on September 2011.

MINIMUM QUALIFICATIONS FOR G.N. RAMACHANDRAN FELLOWSHIPS.

RGCB will accept outstanding candidates for G.N Ramachandran Fellowships. The fellowship will be for five years and are primarily intended for persons looking for extended sabbatical like positions, official deputations or wanting to take a higher total pay in lieu of permanency. These positions will enjoy all academic privileges enjoyed by regular RGCB faculty including right to apply for research grants and PhD students. Persons joining as Ramachandran Fellows can after the fourth year be considered for permanent positions at the next higher grade of scientist positions based on mutual consent of the Fellow and the Institute after appropriate performance evaluation of the person. Alternately they can also continue as G.N Ramachandran Fellows after these processes. However the institute reserves the unconditional right to close the fellowship if the performance evaluation at the fourth year is below the grade "VERY GOOD". Persons selected will have to execute a bond to this effect.

There will be two categories of G.N Ramachandran Fellowships, Category 1 and 2. The minimum academic qualifications and research experience will be identical as for Scientist C and E1 respectively.

The fellowship amount for G.N Ramachandran Fellowship Category 1 is Rs 60,000 per month plus other admissible allowances

For Category 2, the fellowship amount is Rs 75,000 per month plus other admissible allowances.

The Selection Committee will also have the discretion to offer GN Ramachandran Fellowship positions to applicants for regular scientist and service scientist positions.

SELECTION PROCEDURE FOR SCIENTISTS

Level 1 Screening

An Institutional Screening Committee (ISC) will be determine whether the applicant meets minimum prescribed qualifications for a scientist position at RGCB (C, E-I, E-II, F, G.N Ramachandran Fellow or Service Scientist). Ineligible applicants without these needed minimum qualifications will be rejected and no further correspondence will be sent to them. Applications shortlisted after the Level I screening by the ISC will be sent for Level 2 screening.

Level 2 Screening

A Faculty Screening Committee (FSC) will analyze the applications forwarded to it by the ISC after Level 1 screening. Level 2 screening includes detailed review of the applicant's credentials, publications, achievements, etc. Applicants may also be invited to give a seminar at RGCB. The FSC will decide in which grade the applicant can be considered and forward such recommendations to the Scientist Selection Committee (SSC). The Chairman of the Faculty Screening Committee will be a member of the SSC.

Final Selection Procedures

The SSC will or its individual members will speak to applicants personally, go over their plans and ideas with them and understand their long-term career goals. They will also assess the applicant's value to the development of RGCB and its R&D programs. The selection committee will also hold direct discussions with the shortlisted applicants either in person or through video conferencing. The SSC will take the final decision on whether to advice the institute to make an offer to the applicant and if so which grade of scientist is to be offered. The institute will then make a final administrative decision on this.

General Conditions/ Instructions
  • The Director, RGCB reserves right to not to fill any or all positions advertised.
  • The candidates must be citizens of India.
  • Merely fulfilling the requirements in the advertisement will not automatically entitle any candidate to be considered for the position. The applications received will be scrutinized and candidates who in the opinion of the institute are likely to be suitable will be shortlisted for calling for interview. The decision of the institute in all these matters will be final. No interim enquiries/ correspondence/communication of any sort will be entertained in the matter.

With a focus on the child, NCF-2005 stresses the need for a perspective on how children learn and environments to enable this process within larger concerns of equality and justice in a democratic society. The document further emphasizes the understanding of curricular andpedagogic practices, and social and cultural factors that influence and mediate these processes in diverse contexts. There is a need to develop a body of knowledge that enhances our understanding of the concerns expressed in NCF-2005. Towards this end, the NCERT intends to offer fellowships, named as NCERT Doctoral Fellowships, for conducting research at the doctoral level.

Applications are invited for the award of 10 NCERT Doctoral Fellowships in the field of education and other disciplines directly related to education. The fellowships are intended for young aspirants to pursue doctoral work in a recognized university/ research institution of their choice. Young scholars from different disciplinary perspectives will be encouraged to enter and research the field of education. Objectives of the Scheme:

(a) To provide opportunities to young scholars to research the field of education from different disciplinary perspectives.
(b) To build the knowledge base of education in the contemporary context. Scope of the Scheme
The NCERT Doctoral Fellowships are intended to enable young scholars topursue doctoral research in education and other related disciplines. Doctoral Fellows can pursue their work in a recognized university/ research institution of their choice. The NCERT encourages original thinking in conceptualization of the problem and use of innovative methodology in conduct of the research related to school education.
Priority Areas
Fellowships will be given in the following priority areas emerging from the concerns expressed in NCF-2005.
1. Education of the Disadvantaged: Disadvantages of different kinds because of belonging to scheduled and backward castes, scheduled tribes, and minority communities, and due to gender, disability, and living in difficult circumstances.
2. Classroom Processes and Practices: Multi-grade teaching, over-crowded schoolrooms, medium of instruction, languages used in the class, teachinglearning process, teacher concerns, evaluation practices, disciplinary techniques, and space and time management.
3. Curricular Areas: Teaching of science, mathematics, languages, social sciences, arts and crafts, work and vocational education, environmental sciences, and health and physical education.
4. Education for Peace: Conflict and its resolution in different spheres, problem of violence, respect for cultural diversity, values for living in harmony with people and nature, child rights, and sustainable development.
5. Psycho-social Development of Children: Development of self, relationships and social skills, understanding and cognitive skills, communication skills, leadership, decision making, and coping with stress.

Eligibility

1. Good Academic record with at least 55% marks at the Master’s degree level.
2. Candidates should not be more than 35 years of age as on the last date of receipt of applications.
3. Candidates registered for Ph.D. degree in a recognized university/ or working toward their Ph.D. registration are eligible to apply.

Selection Procedure

The procedure for short listing of applicants will be designed by NCERT. Short listed candidates will be required to appear for an interview, which may also include presentation of the proposals. Candidates will be paid second (sleeper) class train fare by the shortest route for attending the interview-cum-seminar.

Reservation of Seats

The statutory provisions for reservation of seats will be available to the candidates belonging to different categories.

Fellowship Amount

NCERT Doctoral Fellows will receive a fellowship of Rs. 12,000/- per month (equivalent to UGC Junior Research Fellows) for a maximum period of three years during the period of registration. They will also receive a contingency grant of Rs. 10,000/- per annum during this period. The fellowship will commence from the date of joining by thecandidate after completing the registration formalities for Ph.D. and terminate at the end of three years from the date of joining or with the submission of the doctoral thesis which ever is earlier.

Disbursement of Fellowship

The NCERT will credit the monthly fellowship to the savings bank account of the Fellow. For this, each Fellow will be required to maintain an account with the State Bank of India. The Fellow will be required to submit a ‘Certificate o Attendance and Satisfactory Work Performance’ to NCERT on a quarterly basis. Release of the monthly fellowship from second quarter onwards will be subject to receipt of the said certificate. Annual contingency grant to the extent of actual expenditure incurred but not more Rs.10,000/- per annum will be credited to the account of the Fellow after receipt and scrutinyof the bills/vouchers submitted by the fellow duly signed and countersigned by thesupervisor and Head of the Department.

Research Advisor

NCERT will appoint a Research Advisor for each Doctoral Fellow from a Panel of Experts (both from within and outside the Council) prepared by it. The Research Advisorwill work along with the thesis supervisor appointed by the University/ ResearchInstitution where the Fellow is registered. The details of this arrangement will be worked out in consultation with the concerned universities.

Monitoring of Work

Doctoral Fellows will be required to submit six monthly progress reports duly forwardedby their supervisors/ Head of the Department and Research Advisors to NCERT. A Committee of Experts will review the progress. Also a research colloquium will be heldannually where Fellows will present the progress of their research. If the progress of theresearch is found unsatisfactory, NCERT reserves the right to terminate the fellowship at any point of time.

Leave Rules

Leave rules as prescribed in case of UGC Junior Research Fellowship will be applicable. Further, NCERT Doctoral Fellows will not accept any other remunerative assignment during the period of fellowship.

Publication of the Thesis

After the award of Ph.D. degree, the Doctoral Fellows will be required to submit a copy of the thesis (along with a CD) to NCERT. NCERT will consider publication of the completed research in an appropriate form. The Fellow can apply for permission to publish his/her work elsewhere.

Application Procedure

Application should be made in the prescribed format, which along with the information brochure, can be downloaded from the NCERT website or can be obtained by post.

Completed application forms should be accompanied by a concept paper of about 1500 words on the theme of the proposed research, which should contain statements about (a)rationale and objectives of the study, (b) conceptual framework, (c) proposed methodology, and (d) potential contribution of the study. Attested copies of all mark sheets/certificates and proof of Ph.D. registration (if already registered) should also be sent with the application at the following address.
